· Recycling fees: If the actual amount recycled falls short of the mandatory recycling amount, the cost that would have been incurred from recycling the shortfall is calculated as the recycling fee
· Target: Producers obligated to recycle or recycling business cooperative (imposed only in the event of failing to fulfill the recycling obligations)
· Imposed on: July 31 each year
· Payment due date: August 31 each year (in the case of installment payments: first installment due on Sept. 31 and second installment due on Nov. 30)

Equation

Recycling fee Unfulfilled amount x Basic cost of recycling × Index for calculating the recycling fee × (1+additional rate for violation)
- Unfulfilled amount: Mandatory recycling amount - Actual amount recycled
- Additional rate for violation: 115% ~130% the recycling cost for the unfulfilled amount
- The recycling fee is waived if it is less than KRW 10,000 in total.
- Additional charges of 5/100 the recycling fee will be imposed if it is not paid by the due date.

Use of Recycling Fees

Recycling fees paid by producers, etc. are transferred to the Special Account for Environmental Improvement to be used for purposes prescribed by the law such as recycling businesses, establishment of waste treatment facilities and related support, research and development (R&D) projects on technologies for efficient recycling and reduction of wastes, assistance in the recovery and recycling of wastes by local governments, etc.
→ The recycling fees borne by the producers obligated to recycle under the EPR System are used to promote the recycling market through direct and indirect support.
