Submission of Recycling Obligation Fulfillment Plan

Submitted by Producers obligated to recycle
Submission deadline Until April 30 of the year following the year in which the recycling obligation was fulfilled
Submitted to Branch office of the regional division of the Korea Environment Corporation (submitted via the designated system)
Required documents Recycling obligation fulfillment results report
Evidentiary document on the recycling methods and the methods of complying with the standards in accordance with Article 13 of the Enforcement Rule (data and information on the transactions and delivery of regenerated raw materials and recycled products, production and export records, etc.)
Copy of the recovery and recycling management logbook for products and packaging materials subject to mandatory recycling in accordance with Article 27 (1) 2 B
Logbook prepared in accordance with Form No. 19 of the Enforcement Rule
Document showing that a surplus (excess recycling) in the previous year or the year before was recognized in case it is to be included in the current year’s performance records (i.e. notice of results of fulfilling the recycling obligations)

Restrictions

Description Impose a fine for negligence of not more than KRW 1 million if the report is not filed by the statutory submission deadline

Recognition of Excess Amount of Recycling (Surplus)

Application The amount in excess of the mandatory recycling amount for the year that was recognized based on the recycling obligation fulfillment results report submitted by the producer obligated to recycle or the cooperative
Application period The year after the year in which the recycling obligation was fulfilled or the following year
However, this can only be applied if the producer, etc. fails to meet the mandatory recycling amount in the current year
For instance, a surplus occurring in 2012 can be used in 2013 or 2014 if the producer fails to meet the mandatory recycling amount
Relevant documents Document showing that a surplus (excess recycling) has been (i.e. notice of results of fulfilling the recycling obligations)
