Submission of Recycling Obligation Fulfillment Plan

Submitted by Producers obligated to recycle
Submission deadline Until January 31 of the year of fulfilling the recycling obligation
(within 30 days of the first release or import in case of releasing or importing such goods for the first time that year)
Submitted to Branch office of the regional division of the Korea Environment Corporation
(submitted via the designated system)
Required documents Document concerning the type and capacity of the recycling facility
(recycling facility of the service provider in case of contracting it out)

Recovery and transport plan for the product/packaging material subject to mandatory recycling
(appliable only if the producer obligated to recycle fulfills the obligation directly)

Document proving the status of contracted service provider in accordance with Article 20 of the Act on the Promotion of Saving and Recycling of Resources
(applicable only if the recycling work has been contracted out)

Fulfillment of Recycling Obligations

Period January to December in the year of fulfilling the recycling obligations

The producer obligated to recycle recovers the goods and recycles them him/herself (incl. cases in which the recycling work is contracted out to a recycling service provider)

¡Ø A total of 6 cooperatives for recycling of products and packaging materials have obtained licenses to operate from the Ministry of Environment.

Recycling Methods and Standards (Attached Table 6 Related to Article 13 of the Enforcement Rule)

Carton
  • Manufacture paper products such as toilet paper, cushioning materials, and boxes
  • Manufacture recycled paper or recycled cardboard
  • Export for recycling
Glass bottle
  • Reuse after washing the waste glass bottles
  • Manufacture civil work or building materials or glass products using waste glass bottles
  • Manufacture regenerated raw materials such as glass power using waste glass bottles
  • Export for recycling
Metal can
  • Manufacture metal raw materials by compressing or crushing waste metal cans
  • Export for recycling
PET bottle
    Recycle PET bottles in the following ways, provided that the amount of waste polyethylene terephthalate exported must be not more than 20% of the total amount recycled

  • Manufacture recycled raw materials using waste polyethylene terephthalate (however, fluffs and flakes can only be manufactured from cleaned products)
  • Manufacture molded products using waste polyethylene terephthalate
  • Export for recycling

polystyrene
(EPS)
  • Manufacture recycled raw materials using waste EPS
  • Manufacture molded products using waste EPS
  • Manufacture fire-resistant products or fiber-coated products using waste EPS
  • Export for recycling
Synthetic resin
packaging material
(excl. PET and EPS)
    Recycle synthetic resin packaging materials in the following ways, provided that the amount of waste recycled using fourth and fifth methods exported must be not more than 70% of the total amount recycled

  • Manufacture regenerated raw materials for waste plastics (of the regenerated raw materials, fluffs and flakes can only be manufactured from synthetic resin packaging materials that have been washed, and in the case of synthetic resin packaging materials used for product packaging under Article 18 Subparagraph 1 Item K, items that have been deoiled are also applicable)
  • Manufacture molded products using waste plastics
  • Manufacture oils (must conform to the criteria for recycling waste oil into purified fuel oil according to Attached Table 5 Subparagraph 4 of the Enforcement Rule of the Wastes Control Act)
  • Manufacture solid fuel products using waste plastics (only applicable to those manufactured in accordance with Article 25-2 of the Act and Article 20-3 Paragraph 2 and Attached Table 7 of this Rule)
  • Recycle in accordance with the energy recovery standards under Article 3 of the Enforcement Rule of the Wastes Control Act
  • Export for recycling
  • Manufacture furnace reducing agents, coke as raw material for gasification, and gas (limited to those obtained from facilities for obtaining gas that is mainly composed of hydrogen and carbon monoxide)
