What is ¡°extended producer's responsibility (EPR)¡±?
This is a System that has expanded the scope of producer's responsibility to include recycling of wastes after the end of the product lifecycle.
In the past, producers were responsible for the production and sales of products made of materials that were easy to recycle, while it was consumers¡¯ responsibility to handle the wastes generated from the use of such products. But now, producers are also responsible for the recycling of wastes at the end of the product lifecycle under the extended producer's responsibility (EPR) System.
       
Although the producer is legally obligated to recycle wastes, it does not mean the producer needs to be directly responsible for the entire recycling process including waste collection. Instead, under this System, consumers, local governments, producers, and the central government each assume certain roles and responsibilities in the recycling process, with the producers, who are the ones making the decisions related to product design and packaging material selection, assigned a central role.

The EPR System is implemented in most countries in Western Europe, including Germany, France, and the UK, and is expanding across Eastern Europe, such as Czech Republic and Hungary, Japan, Australia, New Zealand, Mexico, Brazil, and Peru.

In Korea, EPR is not an entirely new concept. The EPR System began to be implemented on January 1, 2003 after supplementing and improving the existing deposit system, which had been in force since 1992 under the producer's responsibility principle.
