Role of Each Entity in the EPR System
The EPR System is predicated on the shared producer's responsibility (SPR), which actually extends the responsibility for not only producers but also the government and consumers. The responsibility for handling unrecyclable wastes and recovering recyclable wastes to be inputted into the recycling process is borne by the government, while consumers are assigned the responsibility to share the cost of recovery and recycling borne by producers and separately dispose of wastes to facilitate collection.
Entity Roles & Responsibilities
Consumers
  • - Strictly adhere to the obligation to separately dispose of recyclable wastes
Producers obligated to recycle
  • - Fulfill the obligation to recover and recycle wastes (Article 16 of the Act on the Promotion of Saving and Recycling of Resources)
KPRC
  • - Manage charges for joint fulfillment of the obligation to recycle (corporate bodies that received permission in accordance with Article 27 of the Act on the Promotion of Saving and Recycling of Resources)
Local governments
  • - Strictly ensure separate disposal of wastes (impose a fine for negligence on violators)
Korea Environment Corporation (KECO)
  • - Receive and approve the amount of product release and plans on fulfilling recovery and recycling obligations from producers
  • - Receive and check the report on fulfilling recovery and recycling obligations
  • - Matters concerning the execution of the System such as imposing recycling fees
  • - Perform field checks and survey at recycling sites
Ministry of Environment (MOE)
  • - Oversee the operation of the System including the establishment and amendment of relevant statutes
  • - Calculate and announce the mandatory recycling rate for each item annually
  • - Approve the establishment KPRC and support and manage the related affairs of the local governments and KECO
  • - Alleviate conflicts among the entities involved
